Too arcade
The game offers little in terms of complex disaster response, being instead rather limited to micromanaging brain-dead emergency crews where the actual challenge lies not in strategic thinking and optimal deployment, but rather in having lightning-fast thumbs. The unfortunate trend of the series desktop version continues here: the mental challenges and need for efficient planning and decision-making drop dramatically towards an arcade-type quick reaction game.
